Draft Letter of NGOs representatives to Deputy Prime Minister *Sar Kheng* to request to release second draft of NGO Law

Subject:      Request for sharing of the second draft of the Law on Association and Non-Governmental Organization and further extensive consultation.

Reference: - Letter issued on January 12, 2011 on submission of the consolidation reports and joint
statement of Non-Governmental Organizations (NGO) on the first draft law on Association and NGOs. 
- Meeting between representatives of the Ministry of Interior and of civil society organizations on the draft law on Association and Non-Governmental Organization on 21st January 2011.
- Meeting between representatives of the Ministry Foreign Affairs and International Cooperation and civil society organizations on the draft law on Association and Non-Governmental Organization on 23rd February 2011.

According to the above subject and reference, we, non-governmental organization alliance, inclusive of Cooperation Committee for Cambodia (CCC), NGO Forum on Cambodia (NGOF), MEDiCAM and Cambodian Human Rights Action Committee (CHRAC), representing a great number of national and international organizations having been operating in Cambodia, would like to express our profound thankfulness to Your Excellency Deputy Prime Minister and your colleagues for allowing us to attend the consultation meetings on the draft law on Association and Non-Governmental Organization previously convened.

As a result of those meetings, there have been joint commitments made by representatives of the Royal Government of Cambodia to convene meetings at technical level and to share the second draft of the law. Though, we have not seen these commitments translated into actions.

Based on this spirit, please allow us to request Your Excellency Deputy Prime Minister to facilitate sharing of the second draft of the law and further consultation convened between representatives of the two ministries and civil society organizations to further discuss the second draft of the law in order to enable civil society organizations to be actively involved in sustainable development of Cambodia.

As per above statements, we firmly believe that Your Excellency Deputy Prime Minister would respond positively to our request.
