អង្គភាពប្រឆាំងអំពើពុករលួយចាប់ចៅក្រមខេត្តកណ្ដាល២រូប

អង្គភាពប្រឆាំងអំពើពុករលួយ បានចាប់ខ្លួនចៅក្រមនៃសាលាដំបូងខេត្តកណ្ដាល ២រូប និងមន្ត្រីសុរិយោដី ១រូប កាលពីយប់ថ្ងៃទី២០ ខែមករា ឆ្នាំ២០១២។

ចៅក្រមទាំង ២រូបនោះមានឈ្មោះ លោក ហួត ហ៊ាង និងអ្នកស្រី ខូវ ចាន់ថូ រីឯមន្ត្រីសុរិយោដីមានឈ្មោះអ្នកស្រី យឹម វួច។

លោក កែវ រ៉េមី សមាជិកក្រុមប្រឹក្សាជាតិ និងជាអ្នកនាំពាក្យនៃអង្គភាពប្រឆាំងអំពើពុករលួយ មិនបានអត្ថាធិប្បាយចំពោះការចាប់ខ្លួនមនុស្សទាំង ៣នាក់នេះថា ពាក់ព័ន្ធរឿងអ្វីខ្លះនោះទេ នៅថ្ងៃទី២១ ខែមករា ឆ្នាំ២០១២។ លោកគ្រាន់តែបញ្ជាក់ថា ទុកពេលវេលាឲ្យខាងសមត្ថកិច្ច ជាពិសេសខាងអង្គភាពប្រឆាំងអំពើពុករលួយ លោក ឱម យ៉ិនទៀង ធ្វើកិច្ចការទាំងអស់នេះ។

ប៉ុន្តែមន្ត្រីសិទ្ធិមនុស្សបញ្ជាក់ថា ការចាប់ខ្លួននេះអាចពាក់ព័ន្ធជាសំខាន់ក្នុងរឿងអំពើពុករលួយ និងជម្លោះដីធ្លី។

អនុប្រធានផ្នែកស៊ើបអង្កេតនៃសមាគមការពារសិទ្ធិមនុស្សអាដហុក លោក ចាន់ សុវ៉េត បានបញ្ជាក់នៅថ្ងៃទី២១ ខែមករា ថា ពិតជាមានការចាប់ខ្លួនចៅក្រមសាលាដំបូងខេត្តកណ្ដាល ២រូប និងមន្ត្រីសុរិយា ១រូបពិតមែន។ លោកបានគាំទ្រចំពោះការចាប់ខ្លួននេះ ប៉ុន្តែទោះជាយ៉ាងណាលោកបានសុំឲ្យមន្ត្រីមានសមត្ថកិច្ច អនុវត្តច្បាប់ឲ្យបានពេញលេញទៅតាមនីតិវិធី និងមានតម្លាភាព។

កាលពីថ្ងៃទី២៩ ខែវិច្ឆិកា ឆ្នាំ២០១០ អង្គភាពប្រឆាំងអំពើពុករលួយ ដែលដឹកនាំផ្ទាល់ដោយលោក ឱម យ៉ិនទៀត បានចុះចាប់ខ្លួនព្រះរាជអាជ្ញាអមសាលាដំបូងខេត្តពោធិ៍សាត់មួយរូប គឺលោក តុប ចន្ទសេរីវុឌ្ឍ ដែលគេបានរកឃើញថា បានពាក់ព័ន្ធនឹងអំពើពុករលួយ៕

Bribery charges follow ACU arrest of Kandal judge

A judge from Kandal province was charged with bribery and detained in the capital’s Prey Sar prison late yesterday.

Another judge was released after both appeared in court for questioning for allegedly attempting to extort money from a provincial cadastral land official.

Provincial prosecutor Uk Kimsith told the Post yesterday one of two provincial judges had been charged with bribery and sent to the prison after testifying in court.

“The judge Hout Heang was charged with bribery and sent to Prey Sar, but female judge Khov Chan Pho was not charged,” he said.

Anti Corruption Unit spokesperson Keo Remy said yesterday the provincial prosecutor had charged Hout Heang with bribery under Article 517 of the criminal code.

“Before I left the court, I saw the judicial police send Hout Heang to Prey Sar and the female judge was released,” Keo Remy said, adding that Huot Heang could face between seven and 10 years in prison.

ACU officials had arrested the two judges on Friday night, and it had been ascertained during questioning that only one of the judges was involved in the alleged extortion, Keo Remy said.

“We detained them at the ACU for questioning and sent them back to Kandal provincial court,” he said.

“We have the document to show the [provincial] prosecutor that the female judge was not involved in extortion.

“According to the confession of Hout Heang, he said only he extorted US$5,000 from the victim,” Keo Remy said.

“Hout Heang told us that Judge Khov Chan Pho was not involved with the money he extorted from the victim.

“The victim in the case had asked Khov Chan Pho to be a witness because she is the victim’s friend.”

Keo Remy said Hout Heang had told provincial cadastral official Yem Veouch, who is involved in a land dispute, to pay him $5,000 or he would sign off on a warrant to arrest her.

Yem Veouch had filed the complaint to the ACU and the two judges had been arrested while the money was being exchanged, he said.

“We investigated and searched carefully before we [made the arrests],” Keo Remy said.
